How to Manage Restricted Employees Settings (Blacklist Candidates)

Through Mekari Talenta, you can manage the Restricted Employee page, a feature designed to assist companies with high recruitment cycles, such as those in the F&B, manufacturing, and hospitality sectors. Restricted employee is a feature that helps HR reduce the risk of hiring new employees who are blacklisted due to cases, fraud issues, or other reasons. This feature will automatically provide a warning if an employee in the Mekari Talenta database is a restricted employee.

Important
- Only users with the Super Admin/Admin role can access this feature. Therefore, you need to set detailed role access first; learn the guide here.

There are 2 (two) ways to set this up, individually and in bulk, as follows.

A. Add Restriction (Individual)

  1. Go to the Settings menu.
  2. Select Company, then click Restricted employee.
  3. On that page, click “Add restriction.”

    You need to set role access for the Restricted employee's NIK submenu first. Learn the guide here.

  4. Then, on the sidebar that appears, fill in the empty fields.

No. Field/Button Name Description
1 Field type Determine based on the type of personal data information to which this restriction will apply, such as NIK, phone number, or email.
2 Restricted data Complete the personal data information of the candidate or ex-employee who receives the restriction.
3 Reason Provide the reason why the employee is given the restriction.
4 Period Set the period during which this restriction applies.
5 No period limit Click this if the restriction is applied permanently.
5 Soft restriction Select this restriction option if Mekari Talenta users can still enter employee data into the system with a warning that will appear indicating that the employee is on the blacklist (restricted employee).
6 Hard restriction Select this restriction option so that Mekari Talenta users cannot enter restricted employee data into the system.
  1. If the data entered is correct, click “Save” to save.

     

    Important
    Here is the list of processes that will receive restricted employee warnings.
    1. Individual Data Addition & Modification Processes
    - Add Employee: A validation message will appear immediately (inline) on the form before you save the data.

    - Edit Employee and Edit Profile (Personal Data & Payroll Info): Validation will occur immediately when you press the “Save” button.
    - Rehire Employee: A validation message will appear before the rehire process is finalized.
    - Request to Add Employee & Data Changes (Web & Mobile): Validation appears immediately on both the web and mobile app versions.

    2. Bulk Processes
    - Bulk Import Add Employee: If you add many employees at once via file upload, NIK validation results can be checked through the Processing Inbox menu.

    - Bulk Employee Data Update (General Info): For large-scale general data updates, the status or validation results will also be displayed in the Processing Inbox.

  2. Then, the restriction will be saved in the Restricted employee list. To manage this list, learn section C.

B. Import Restriction (Bulk)

  1. Go to the Settings menu.
  2. Select Company, then click Restricted employee.
  3. On that page, click “Import.”
  4. On the Import restriction page, click “Download template” to download the template. Then, upload the completed template by clicking “Browse” or drag and drop the file into the Drop your file(s) here box, then click “Import”.

    Here is an example of the Import restriction template in XLSX format that you need to complete. You can hover your cursor over the highlighted parts, as shown in the image below, on your template to see the filling instructions.

  5. Then, a box will appear showing the system's progress in uploading the data.

  6. Once the system has finished processing the data, the box will change as shown below. Click “Go to inbox” to see the full details.

  7. When you return to the Restricted employee page, the bulk import process is successful if the list increases according to the template you uploaded.

C. Edit and Delete Restricted Employees

After creating the restricted employees list, you can manage it. Management actions that can be performed include editing and deleting. Therefore, ensure that specific roles are authorized to perform these actions by setting access role first.

  1. Click “Actions” then select Edit to modify restriction information, or Delete to remove the restriction.

  2. Besides deleting restrictions individually, you can also do it in bulk by checking the checkbox for the data you want to delete. Then, click “Delete.”
